ANATEL – National Telecommunications Agency – with the publication of Legal Letter No. 556 on November 6, 2018 – has formalized adjustments on the procedures for radiated emission and radiated immunity tests for radio communication equipment of restricted radiation related to Act No. 6506.

These adjustments affect, mainly:

  1. Modules: exempted radiated emission and radiated immunity tests for modular approvals.
    Bluetooth®, WLAN, NFC modules, among others, are not affected by Act No. 6506 anymore.
  1. Category II end products already approved: exempted radiated emission and radiated immunity tests for end products approved until September 27, 2018.This is good news for the applicants who already have their end products approved, since there will be no need for such tests in the next maintenance and/or renewal process.
  2. Category II end products changes: exempted radiated emission and radiated immunity tests for end products already approved or submitted in the MOSAICO system until September 27, 2018 when:

    a. model addition – when such additions refer to the certificates that allow the product family criteria;
    b. project change – when such changes refer to components (including power supply), color, layout, etc.

    It should be noted that these exemptions do not apply to RF circuit modifications. In this situation the EMC tests should be performed.

    These adjustments help to understand in which situations the tests should be performed again.

  1. Category I end products: exempted radiated emission and irradiated immunity tests for end products not classified as radio communication equipment of restricted radiation or restricted radiation transceivers that contain modules with these features for products already approved or submitted in the MOSAICO system until September 27, 2018.It means that Category I end products that have Bluetooth®, WLAN, NFC modules, among others are no longer affected by Act No. 6506, since they have been submitted in the MOSAICO system until September 27, 2018.
  1. Products with multiple technologies: aligned the technical understanding between OCDs (Designated Certification Bodies) for the elaboration of the technical requirements/test plans for radiated emission tests and irradiated immunity of radio communication equipment of restricted radiation containing various technology standards and multiple operating modes.In practice, this alignment increases the objectivity in the technical evaluation, also reducing the differences in the evaluation of the same equipment by different OCDs.
